Prospecting Rationale

Canada’s defence spending surge, anchored by the Budget 2025 C$81.8 billion five-year envelope and the February 2026 Defence Industrial Strategy, has created a procurement environment that most Canadian SMEs are structurally unprepared to navigate. The spending is real. The contracting activity is accelerating across NORAD modernization, cyber and digital transformation, naval shipbuilding, and the IDEaS innovation program. The gap is intelligence: most firms competing for this work do not have systematic visibility into program development, policy signals, competitor positioning, or procurement timelines.

Axiome Intelligence sits at the exact intersection these firms need. The service lines most relevant here are intelligence and analysis pipelines (procurement monitoring, policy signal tracking, threat landscape products), AI and digital transformation advisory (DND AI strategy work, IDEaS challenge responses), and organizational strategy (capability gap analysis, government readiness). The Defence Investment Agency, stood up in October 2025 with a C$4 billion BDC platform specifically targeting SMEs, has created a new institutional client pool with funded demand for advisory and analytical services.

This report organizes identified prospects into four tiers based on proximity of fit to Axiome’s service lines, plus a separate section on CADSI as an association-level opportunity. Tiers reflect fit quality, not company size. An SME with a direct analytic intelligence need is higher priority than a larger firm with only peripheral alignment.

KEY FINDING

The C$10.9 billion Budget 2025 digital infrastructure commitment and the new Defence Investment Agency represent the two most time-sensitive outreach windows. Both create new organizational clients and advisory demand within the next 12 to 24 months.

CADSI: The Association Play

The Canadian Association of Defence and Security Industries (CADSI) is the national industry voice for more than 900 Canadian defence and security companies. SMEs constitute approximately 90% of its membership. CADSI produces research, analysis, and advocacy materials for the Government of Canada, runs the annual CANSEC trade show, and provides members with intelligence tools through its GATEWAYsuite (GATEWAYintel, myResources, GATEWAYcapabilities). The association is based in Ottawa.

PRIORITY TARGET

CADSI is the single highest-leverage prospect for Axiome Intelligence. A relationship with CADSI functions as a channel into 900 member companies and positions Axiome in front of every procurement cycle, policy shift, and industrial strategy announcement in Canadian defence.

Why CADSI Needs Axiome

CADSI’s GATEWAYintel product provides members with global market insights and strategic reports, but the association’s internal analytical capacity is limited. CADSI currently hires Policy Advisors to support advocacy and government engagement. Axiome’s intelligence pipelines, parliamentary monitoring capability, and AI-driven policy signal tracking would materially upgrade the research output CADSI provides to its members, without requiring CADSI to build that capability internally.

The specific fit: CADSI needs rapid-turnaround policy analysis when parliamentary committee reports land, when AG findings are released, and when procurement policy updates are announced. These are precisely the intelligence products Axiome is positioned to deliver. A white-label or co-branded intelligence subscription for CADSI members is a plausible commercial structure.

Association Leadership

Name Role Engagement Angle
Christyn Cianfarani President and CEO, CADSI Primary relationship target; leads all government and media engagement
Policy Committee Members Operating Committee Channel for introducing intelligence product concepts; committee shapes CADSI advocacy positions
Board Representatives Board of Directors (elected by members) Includes senior leaders from Calian, CCX Technologies, Logistik Unicorp, Ben Machine Products; each a prospect in their own right

Entry Vector

CANSEC is CADSI’s annual trade show and the primary gathering of the Canadian defence industry. Attendance or exhibition at CANSEC is the fastest path to both CADSI leadership and the broader member community. Parliamentary committee testimony on procurement reform or Arctic sovereignty would position Axiome as an authoritative voice that CADSI would want to align with.

Tier 1: Analytics and Intelligence Companies

These are companies whose core business involves data, analytics, AI, or intelligence, operating in or adjacent to the Canadian defence sector. The fit with Axiome is direct: these firms either produce intelligence products themselves (potential partners or channel relationships) or consume intelligence to support their own DND contracts and BD pipeline.

Company Location What They Do Why Axiome Approach
Calian Group Ltd. (TSX: CGY) Ottawa, ON Defence technology, C5ISRT systems, AI-enabled C2 decision support, healthcare, training. Launched C$100M Defence Innovation Orchestrator (Calian VENTURES) in September 2025 to scale SME defence solutions. Calian VENTURES is actively seeking to help SMEs position for DND contracts across command, control, autonomous systems, and space. Axiome’s procurement intelligence and policy monitoring products directly support the BD and positioning work Calian does for its SME partners. Calian itself needs competitive intelligence on DND C5ISRT program developments. Partner or client. Propose Axiome as the intelligence layer for Calian VENTURES’s SME accelerator network. Calian has the defence relationships; Axiome has the analytical pipeline. Co-branded intelligence product for Calian VENTURES participants is a plausible structure.
TerraSense Analytics Canada Analytics company nominated to CDR Top 100 Defence Companies three consecutive years. Operates at the intersection of geospatial analytics and defence applications. A defence-focused analytics company that has sustained CDR Top 100 recognition for three years is actively engaged in the sector and positioned to both consume Axiome’s intelligence products and potentially partner on analytical pipelines for DND clients. Peer-level conversation. Explore whether their analytical capability is complementary (geospatial/sensor) to Axiome’s policy and procurement intelligence capability. Partnership or cross-referral arrangement.

Intelligence on DND OT security procurement activity, CCCS program developments, and Budget 2025’s C$10.9B digital infrastructure contract pipeline is directly applicable to their BD work. Direct sales. CCCS/DND cyber program monitoring subscription. Also relevant: CMMC compliance tracking as US DoD requirements move up the Canadian supply chain.
Achieva Tech Canada Cybersecurity compliance, recently achieved US DoD CyberAB CMMC certification. CADSI member. Positions as a CMMC compliance provider for Canadian defence industry clients. Achieva Tech’s business depends on tracking regulatory and compliance requirements in the US-Canada defence industrial base. As CMMC requirements propagate through the Canadian supply chain, firms need intelligence on timelines, requirements, and compliance ecosystem developments. Axiome’s policy monitoring capability is directly applicable. Direct sales. Offer a CMMC/defence compliance intelligence product covering US DoD policy updates, PSPC equivalent requirements, and downstream supply chain compliance obligations. Achieva is small enough that a targeted pitch at CANSEC or through CADSI is feasible.

Tier 2: Advisory and Consulting

These firms provide professional services to DND and the broader defence industrial base. They compete for advisory contracts, policy work, and program support. Their BD depends on knowing what is coming before it hits CanadaBuys. Axiome’s procurement intelligence and policy monitoring products serve these firms as forward-looking BD infrastructure.

Company Location What They Do Why Axiome Approach
ITPS Canada Canada IT professional services, CDR Top 100 #46 (moved from #61). Government IT contracts including DND portfolio. ITPS is growing its DND IT services footprint in the same period that Budget 2025’s C$10.9B digital infrastructure commitment is creating major contracting activity across DND, CAF, and CSE. Procurement signal intelligence on DND IT modernization program timelines, Digital Services Group requirements, and CAF Cyber Command standing up would directly feed their BD pipeline. Direct sales. DND IT modernization intelligence subscription: program timeline tracking, DSG and CAFCYBERCOM contracting activity, and PSPC supply arrangement optimization for IT professional services.
Vard Marine Vancouver/Ottawa Naval architecture, marine engineering, vessel design advisory. CDR Top 100 #41. Works on NSS-adjacent programs and naval vessel design. Vard Marine’s business is directly tied to the National Shipbuilding Strategy and the submarine replacement program. Procurement intelligence on CSC program cost reassessments, submarine program timeline, and Seaspan non-combat package developments gives them earlier positioning for design advisory contracts. Direct sales. NSS and submarine replacement program intelligence product: cost trajectory monitoring, schedule signals, RFP/RFI activity tracking, and Seaspan/Irving program status briefings.
Gowling WLG / Cassels / BLG / Norton Rose Fulbright / Torys Ottawa/Toronto Law firms with dedicated defence procurement practices. Advise Canadian companies on PSPC supply arrangements, ITB compliance, contract disputes, and Defence Industrial Strategy implications. These firms need to provide clients with current intelligence on procurement policy changes, AG findings, Defence Industrial Strategy implementation, and DIA operating procedures. Many already publish client alerts but rely on public sources. Axiome’s deeper monitoring and analysis pipeline would enhance the intelligence they provide to their defence industry clients. Law firm partnership or research subscription. Propose a defence procurement policy monitoring service co-branded with or white-labelled for their client advisory practice. Entry point: Cassels and BLG have both published detailed analyses of the Defence Industrial Strategy and DIA, indicating active investment in this practice area.
CCX Technologies Inc. Ottawa, ON Avionics and communications equipment for military and civil aviation. CADSI board member. Government and military customer base including CAF. CCX Technologies participates directly in CAF avionics procurement cycles and needs intelligence on aircraft modernization programs (CF-188 Hornet replacement transition to F-35, CC-130 Hercules modernization, P-8A support programs) and emerging avionics requirements under NORAD modernization. Logistik operates on long-term DND supply arrangements and needs intelligence on contract renewal cycles, supply chain resilience policy developments (post-COVID policy environment is active), and CAF personnel strength trajectory (the spending surge includes significant personnel growth targets). Organizational intelligence on DND supply chain modernization is directly relevant. Direct sales. CAF personnel and supply chain program intelligence: strength trajectory monitoring, DND logistics modernization signals, and defence supply chain resilience policy tracking.
C3RiOS Systems Canada Command, control, and communications systems. Included in AVSS/NORRG Canadian Defence Tech Market Map 2025. Positioned in the C2 space relevant to NORAD modernization. C3RiOS competes directly for NORAD C2 and communications contracts under the C$38.6B modernization envelope. Intelligence on A-OTHR C2 requirements, Northern Basing Infrastructure communications specifications, and NORAD command modernization procurement timelines gives them earlier positioning than competitors relying solely on public procurement notices. Direct sales. NORAD C2 and communications program intelligence subscription. This firm is small enough that a targeted outreach through CADSI or after a CANSEC encounter is the most efficient path.

Tier 3: Defence Tech Startups and IDEaS Participants

This tier covers emerging companies entering defence through IDEaS challenge calls, the CDL Defence accelerator, the Vimy Forge program, or the new NRC-IRAP Defence Industry Assist stream (C$244M). These firms often have strong technical capability but limited government affairs and procurement intelligence capacity. They are also the primary beneficiaries of the Defence Investment Agency’s C$4B BDC Defence Platform.

NOTE

This tier is best addressed through channel partnerships with accelerators (CDL Defence, Vimy Forge, Calian VENTURES) rather than individual outreach. A single partnership agreement with CDL Defence or Vimy Forge provides access to their entire cohort portfolio on an ongoing basis.

Accelerator and Program Channels

Program / Accelerator Operator Scope Channel Opportunity
CDL Defence Creative Destruction Lab Annual cohort of AI and deep tech startups with defence applications. Strong university and investor network. Become the preferred intelligence partner for CDL Defence cohort companies. Offer a subsidized onboarding package for cohort participants to build the relationship early.
Vimy Forge Independent (Ottawa) Defence-specific accelerator for Canadian companies at Series A stage. Focus on scaling companies through DND procurement pathways. Partner with Vimy Forge to provide procurement intelligence as part of their scaling support package. Named Startups from Market Maps

The AVSS/NORRG Canadian Defence Tech Market Map 2025 and 2026 (290+ companies total) and the Tracxn military tech tracker identify several specific companies worth individual outreach beyond the accelerator channel. The highest-fit names from publicly available market maps:

Company Focus Intelligence Need
AVSS Drone safety systems, Precision Avalanche Management. Active in export markets. Arctic operations procurement signals, CAF uncrewed systems policy, export market intelligence for allied armed forces
Independent Robotics Robotic systems for defence applications. Market map participant. IDEaS challenge tracking, CAF autonomous systems program signals, allied robotics procurement

Innocorps Research Corporation Won C$2M IDEaS Circular City grand prize (2023-24). Utilities management, water treatment, smart-grid for forward operating bases. IDEaS program continuation signals, CAF forward operating base modernization investment, Arctic infrastructure program procurement

Tier 4: Industrial and Engineering SMEs

This tier covers companies primarily in hardware, manufacturing, and engineering that participate in defence supply chains. Their fit with Axiome is narrower: they need procurement intelligence primarily for contract renewal cycles and new program entry. The pitch is simpler (procurement monitoring as a service) but the relationship depth is lower than Tiers 1 and 2.

This tier is best served through CADSI membership engagement rather than individual outreach. When Axiome has a CADSI channel in place, Tier 4 companies become natural subscribers to standardized intelligence products without requiring individualized relationship management.

Named CADSI Board-Level Industrial Companies

Company Sector CADSI Role Procurement Intelligence Need
Ben Machine Products Co. Inc. Precision machining and components for aerospace and defence CADSI Board member CAF platform maintenance and sustainment contract cycles; F-35 industrial offset opportunities; NSS component supply chain

NORAD 150+ Subcontract Pipeline

The NORAD modernization program has publicly noted it will include more than 150 subcontracts to provide opportunities for local and smaller contractors. Five percent of all contract value is targeted for Indigenous businesses. This subcontract pipeline is not yet fully defined or published, but it represents a significant cohort of SMEs that will need procurement intelligence as they compete for and manage these contracts. The Northern Operational Support Hub (NOSH) construction at Whitehorse and Resolute Bay under the C$2.67B Pomerleau-led contract is the most active near-term source of subcontracting activity.

NOTE

Targeted outreach to NORAD subcontract winners, once announced, is a second-phase prospecting opportunity. Initial outreach through Pomerleau’s supplier engagement process may provide access to the subcontractor list before it is publicly announced.

Outreach Approach

The Canadian defence sector is relationship-driven and relatively small. The same 200 to 300 individuals circulate across procurement conferences, parliamentary committee hearings, CANSEC, and government advisory bodies. Outreach strategy should prioritize visibility in those forums over cold outreach to company lists.

Priority Sequence

Action Target Timing Expected Outcome
CADSI engagement Christyn Cianfarani, CADSI President and CEO Immediate Association relationship; potential channel partnership for member intelligence products; CANSEC presence
CANSEC attendance / exhibition 900+ CADSI member companies, DND officials Next CANSEC (annually, Ottawa, typically May/June) Face-to-face with Tier 1-3 prospects in a single venue; accelerate relationships across 30+ named targets
Calian VENTURES partnership pitch Calian Group BD team Within 30 days Channel access to Calian’s SME partner network; co-branded intelligence product for VENTURES participants
TrojAI direct outreach Dr. James Stewart, CEO Within 30 days Pilot client for DND AI and IDEaS program intelligence subscription; reference case for Tier 1 analytics segment
CDL Defence partnership CDL Defence program leadership Before next cohort intake Preferred intelligence provider for cohort companies; subsidized pilot to build reference cases in the startup segment
Parliamentary committee testimony Standing Committee on National Defence (NDDN) When committee study on procurement reform or Arctic sovereignty opens Visibility with committee members, DND officials, and the policy community that monitors NDDN proceedings; leads from CADSI and Tier 2 advisory firms
Tier 1 direct outreach (Kraken, Allen-Vanguard, CyBeats, Achieva Tech) Named Tier 1 companies Following CADSI relationship establishment Individual client relationships; reference cases for Axiome’s defence intelligence product line
Law firm partnership (Cassels, BLG, or Gowling) Defence procurement practice lead partners Within 60 days White-label or co-branded procurement intelligence product for their client advisory practice; access to their defence industry client base

Pricing and Product Signals

The IDEaS challenge model (up to C$6.75M per project) establishes a reference point for what the Canadian defence ecosystem considers reasonable for innovation investment. For advisory and intelligence services, annual subscription pricing in the C$25K to C$150K range is likely the right band for SME clients, with association-level products (CADSI) priced on a volume basis covering member access.

The DIA’s BDC Defence Platform provides loans and advisory funding specifically for SME defence participants. Axiome’s intelligence subscription could be structured as an eligible advisory expense under that program, which would make it a budget-neutral or subsidized cost for qualifying clients. This is worth confirming with BDC directly and communicating in sales materials.

ACTION

The three highest-priority first calls are CADSI (Christyn Cianfarani), Calian VENTURES (BD contact), and TrojAI (Dr. James Stewart). Each represents a different commercial model: channel, partner, and direct client. Running all three in parallel in the next 30 days provides the fastest read on which model to prioritize.
