IDEaS Intelligence Brief
Program Overview
Innovation for Defence Excellence and Security (IDEaS) is a Department of National Defence and Canadian Armed Forces program established in 2018. Its mandate is to fund Canadian innovators to develop solutions addressing specific defence and security challenges issued by DND/CAF subject-matter experts.
Scale: C$1.615B committed over 20 years (approximately C$81M per year). As of 2023, C$330.2M has been deployed across more than five Calls for Proposals (CFPs) and numerous contests and Innovation Networks challenges.
Five Program Elements
- Competitive Projects: Phased non-repayable funding up to C$6.75M per project, structured in three components tied to Technology Readiness Level (TRL). CFPs are issued every 12 to 18 months.
- Innovation Networks: Up to C$3M per consortium over 48 months, for university-led multidisciplinary research teams with members from at least three institutions.
- Contests: Prize competitions with defined problem statements (examples: Launch the North, Pop-Up City, Counter Uncrewed Aerial Systems). Total prize envelopes vary.
- Sandboxes: Real-world testing environments where innovators can validate solutions in operationally representative settings (example: the CUAS Sandbox in Suffield, Alberta).
- POINT (Projects of Opportunity for Innovation and New Technologies): Reactive, fast-tracked funding for urgent, unanticipated DND/CAF needs outside the standard CFP cycle.
Eligibility and IP
Eligibility: Canadian companies, academic institutions, individuals, not-for-profit organizations, and provincial or municipal entities. Crown corporations are excluded.
Intellectual property: Applicants retain all IP developed under the program. DND receives a non-exclusive, royalty-free licence to use funded technologies.

Fall CFP6 Advance Notice Topics
As of May 25, 2026, the following topics have been identified in advance notice publications and official communications as forthcoming CFP6 challenges. Formal solicitations have not yet been published; IDEaS typically releases advance notices 3 to 6 months before a CFP window opens.

- Solid-state hydrogen storage for military ground vehicles (field refueling and sustainment in remote environments)

Historical Cadence
IDEaS has issued five complete CFPs since 2018 and is now in CFP6. Each CFP typically includes 4 to 10 distinct challenges spanning multiple domains. Challenge frequency has been consistent at roughly one to two CFPs per year. The 2022-2023 annual report confirmed 92 projects signed in that year alone, the highest single-year volume on record.
Contract Mechanics
Competitive Projects use a phased TRL-based structure. Applicants are not required to enter at TRL 1; proposals spanning any TRL range within a component are accepted, but must demonstrate a credible pathway to higher readiness.

Application and Timeline
Proposals are submitted through CanadaBuys. After submission, IDEaS acknowledges receipt within 21 calendar days. A funding decision is communicated within 90 calendar days of a completed application. Program evaluations have noted that roughly half of applicants report uncertainty about the specific selection timeline, so applicants should treat the 90-day commitment as a ceiling rather than a typical turnaround.

Post-Award Progression
After Component 1a, selected companies participate in a review with DND/CAF stakeholders and Defence Research and Development Canada (DRDC) integrators. A subset advances to Component 1b. A further subset advances to Component 2. The most mature solutions may be referred to the Test Drive element, where they are evaluated in operational environments.
Sapper Labs (cyber attribution) became the first IDEaS Competitive Project recipient to advance to Test Drive, marking a milestone in the program’s history.
Funding type: Non-repayable contribution agreements. IDEaS funding is not a loan and does not require equity transfer.

CANSEC 2026
CANSEC (Canadian Association of Defence and Security Industries annual trade show) is a parallel intelligence-gathering opportunity. It typically runs in late May or early June in Ottawa. DND procurement officers and IDEaS program staff are present, and multiple CFP5 and CFP6 participants attend. It is the highest-density event for Canadian defence-sector relationship development outside of the Marketplace itself.
Innovation Networks
Innovation Networks is a standing program element that issues its own challenges independently of the Competitive Projects CFP cycle. The current active challenge (Cognition and Trust, closes June 17, 2026) requires a multidisciplinary team with at least three institutions and a Canadian university as lead applicant. Industry organizations may participate as consortium partners. The quantum-focused Innovation Networks challenge previously funded 6 teams from 50+ applicants with up to C$3M each over four years, demonstrating substantial awards relative to application volume.
NATO DIANA
The Defence Innovation Accelerator for the North Atlantic (DIANA) is a NATO initiative that IDEaS now formally connects to. Canadian DIANA qualifiers are featured at the 2026 IDEaS Marketplace. Firms with dual NATO-member market ambitions should track both IDEaS and DIANA program calendars, as successful IDEaS projects have served as proof points for DIANA qualification.

IDEaS has funded human-autonomy teaming across both Competitive Projects and Innovation Networks in multiple CFPs, and the active Innovation Networks challenge (Cognition and Trust: Real-Time Dynamic Calibration for Human-Autonomy Teams, closes June 17, 2026) confirms this as a standing DND priority rather than a one-cycle interest. The prior CFP5 challenge "Best of Both Worlds: Human Autonomy Teaming for Effective Decision Making" funded similar work through the Competitive Projects channel.
